Esta medida se aprob\u00f3 el pasado viernes (16 abr. 2021) tras someter al exgobernante a un juicio pol\u00edtico por haberse vacunado contra la COVID-19 en el marco de su vinculaci\u00f3n con el caso &#8216;Vacunagate&#8217;. <\/span><\/p>\n<p style=\"text-align: left;\" align=\"JUSTIFY\"><span lang=\"es-PE\">La inhabilitaci\u00f3n comporta que Vizcarra no podr\u00e1 ser parte del Congreso a pesar de haber sido el candidato m\u00e1s votado del pa\u00eds en las elecciones del pasado domingo. La decisi\u00f3n tomada con 86 votos a favor del pleno del Legislativo, fue publicada en el diario oficial <\/span><em><span lang=\"es-PE\">El Peruano<\/span><\/em><span lang=\"es-PE\"> y tambi\u00e9n comprende la inhabilitaci\u00f3n durante ocho a\u00f1os de la exministra de Salud Pilar Mazzetti y por un a\u00f1o de la excanciller Elizabeth Astete.<\/span><\/p>\n<p style=\"text-align: left;\" align=\"JUSTIFY\"><span lang=\"es-PE\">Debemos se\u00f1alar que a trav\u00e9s de una resoluci\u00f3n legislativa, publicada en el bolet\u00edn de Normas Legales del <\/span><span lang=\"es-PE\">El Peruano<\/span><span lang=\"es-PE\">, se detalla que esta medida se toma por haber cometido infracci\u00f3n a la Constituci\u00f3n en sus art\u00edculos 2 (inciso 2), 7, 9, 38, 39 y 118 (inciso 1).<\/span><\/p>\n<p style=\"text-align: left;\" align=\"JUSTIFY\"><span lang=\"es-PE\">Las resoluciones legislativas, que impiden a los tres exaltos funcionarios ocupar cualquier cargo p\u00fablico durante el per\u00edodo de inhabilitaci\u00f3n, apareci\u00f3 firmada por la presidenta del Congreso, Mirtha V\u00e1squez Chuquil\u00edn, y el segundo vicepresidente, Luis Roel Alva.<\/span><\/p>\n<p style=\"text-align: left;\" align=\"JUSTIFY\"><span lang=\"es-PE\">En el caso de Vizcarra, esta decisi\u00f3n impedir\u00e1 que forme parte del Congreso que se instalar\u00e1 este 28 de julio para el per\u00edodo 2021-2026, despu\u00e9s que fue el candidato m\u00e1s votado en las elecciones generales con cerca de 164, 000 sufragios. <\/span><\/p>\n<p style=\"text-align: left;\" align=\"JUSTIFY\"><span lang=\"es-PE\">La acusaci\u00f3n en el caso del expresidente \u2013vacado por incapacidad moral permanente\u2013 sostuvo que minti\u00f3 al asegurar que fue voluntario del ensayo y cometi\u00f3 infracciones constitucionales cuando era el funcionario de mayor rango al servicio de la Naci\u00f3n y en pleno embate de la pandemia.<\/span><\/p>\n<p style=\"text-align: left;\" align=\"JUSTIFY\"><span lang=\"es-PE\">Mazzetti y Astete, quienes fueron ministras del actual gobierno de transici\u00f3n que preside Francisco Sagasti y renunciaron tras destaparse el caso del \u2018Vacunagate\u2019, tambi\u00e9n fueron encontradas responsables de infracciones a la Constituci\u00f3n Pol\u00edtica.<\/span><\/p>\n<p style=\"text-align: left;\" align=\"JUSTIFY\"><span lang=\"es-PE\">Durante el debate del pedido de inhabilitaci\u00f3n, que se centr\u00f3 en Vizcarra, la mayor\u00eda de congresistas lo acusaron de corrupto mientras que otros aseguraron que deber\u00eda ser inhabilitado de por vida e incluso alguno sostuvo que deb\u00eda ser fusilado, adem\u00e1s de atribuirle todas las consecuencias de la pandemia de coronavirus en el pa\u00eds.<\/span><\/p>\n<p style=\"text-align: left;\" align=\"JUSTIFY\"><span lang=\"es-PE\">Tras confirmarse la sanci\u00f3n, Vizcarra acus\u00f3 al Congreso de la Rep\u00fablica de \u00abhaber perdido legitimidad\u00bb y expres\u00f3 su certeza de que lograr\u00e1 revertir la decisi\u00f3n en los tribunales peruanos e internacionales, ya que ha presentado una medida cautelar ante la Comisi\u00f3n Interamericana de Derechos Humanos (CIDH).<\/span><\/p>\n<p style=\"text-align: left;\" align=\"JUSTIFY\"><a name=\"_GoBack\"><\/a><span lang=\"es-PE\">El exgobernante, quien fue destituido el pasado nueve (9) de noviembre por el Congreso de la Rep\u00fablica por incapacidad moral, enfatiz\u00f3 que va a seguir todos los procedimientos legales y se atrevi\u00f3 a defender el voto popular reflejado en las elecciones generales del domingo 11 de abril.<\/span><\/p>\n<p style=\"text-align: left;\" align=\"JUSTIFY\"><span lang=\"es-PE\">En mi art\u00edculo \u201cCorrupci\u00f3n y campa\u00f1a pol\u00edtica en el Per\u00fa\u201d, se\u00f1alo que: \u201cEn este escenario debemos entender que el Per\u00fa est\u00e1 signado por\u00a0la corrupci\u00f3n sistem\u00e1tica. Esto se refleja en la reciente investigaci\u00f3n al expresidente Mart\u00edn Vizcarra Cornejo por presuntamente recibir sobornos de empresas constructoras que suman 647, 000 d\u00f3lares entre 2013 y 2014, cuando era gobernador de Moquegua\u201d. Debido a este delito de corrupci\u00f3n la Fiscal\u00eda de la Naci\u00f3n pidi\u00f3 el viernes doce de marzo dieciocho meses de prisi\u00f3n preventiva para Mart\u00edn Vizcarra. <\/span><\/p>\n<p style=\"text-align: left;\" align=\"JUSTIFY\"><span lang=\"es-PE\">Luchemos y\u00a0combatamos la corrupci\u00f3n\u00a0que pretende capturar el pa\u00eds.<\/span><\/p>\n<hr \/>\n<p style=\"text-align: left;\" align=\"JUSTIFY\"><em>*Ra\u00fal Allain es escritor, poeta, editor y soci\u00f3logo.
